Minnesota law sets the basic rules. Both applicants must be 18 or older. Those who are 16 or 17 need written parent or guardian consent as spelled out in Minn. Stat. § 517.04. There is no state residency requirement and no blood test. Minnesota removed the waiting period effective September 1, 2016, so couples can marry the same day the license is issued. The license is valid for six months.

The standard fee is $115 to $125. Couples who complete at least 12 hours of premarital education from an approved provider and bring proof of it at the time of application can get the reduced rate of $40 to $50. Cash or check only. Officiants and Returning the License

Minnesota law under Minn. Stat. § 517.13 says a marriage can be performed by a judge, an ordained or licensed minister, or a civil celebrant who meets state qualifications. After the ceremony, the officiant signs the license and returns it to the Watonwan County Recorder. Under Minn. Stat. § 517.08, this return is required to complete the official record.
