Applicants must be at least 18 to apply without restrictions. Those who are 16 or 17 need written consent from a parent or legal guardian, as required by Minn. Stat. sec. 517.04. No one under 16 may get a marriage license in Minnesota. There is no blood test required, and there is no residency requirement. Hennepin County License Fees
