eMarriage Applications in Houston County

Houston County is one of the counties that supports the eMarriage pre-application process through the state's MOMS system. You can start your application at moms.mn.gov/application/welcome before coming in to the recorder's office. The online form captures your basic information so the staff can pull it up when you arrive. This does not replace the in-person visit, it just makes the visit shorter.

Even with an online pre-application, both applicants must still appear in person together. Both must show photo ID, and both must sign the actual license application in front of a county official. The pre-application just gets the data entry done ahead of time. It is a small convenience, but if you are coordinating a busy day around getting your license, it can help.

Note: The eMarriage pre-application through MOMS does not guarantee a specific appointment time. Contact the Houston County Recorder at 507-725-5801 to confirm availability before submitting your pre-application.

What You Need to Apply

The requirements for a Houston County marriage license match Minnesota state law. Both applicants must be present. Each needs a valid photo ID such as a driver's license, state ID, or passport. If either person was married before, you need a certified copy of the document ending that marriage, either a divorce decree or a death certificate. A photocopy will not work.

The standard fee runs $115 to $125. If you have completed a 12-hour premarital education program, bring proof of completion and you may qualify for the reduced fee. Ask the recorder's office what forms of documentation they accept for the education discount.

Under Minn. Stat. § 517.04, both applicants must be at least 18. Those between 16 and 17 can marry with consent from a parent or legal guardian. There is no blood test requirement and no residency requirement. Minnesota removed the waiting period in September 2016, so you can use your license the same day you get it. It stays valid for six months from the issue date.

After the Wedding in Houston County

The officiant who performs your ceremony has 5 days after the wedding to return the completed license to the Houston County Recorder. This is a legal requirement under Minn. Stat. § 517.13. Once the county receives it, they forward the record to the Minnesota Department of Health for statewide registration. After MDH processes it, the marriage enters the permanent state vital records system.

At that point, certified copies are available from either the county or MDH. If you need a copy for name change purposes, immigration paperwork, or legal proceedings, a certified copy from MDH at $9 per document is the standard format most agencies accept. For international use, an apostille is available from the Minnesota Secretary of State for $5 per document.

The MDH county registrar directory confirms the Houston County Recorder as the local registrar and lists contact details for ordering records.
