Cook County Recorder Office
The Cook County Recorder is at 411 W 2nd St, Grand Marais, MN 55604. You can reach the office at 218-387-3000. Both applicants must appear in person. Valid photo ID is required for each person. If either party was married before, bring a copy of the final divorce decree or the death certificate for the former spouse. Those documents must be on file before the recorder can issue a new license.
Cook County is Minnesota's northeasternmost county, bordering Canada along the Boundary Waters. Many couples choose Grand Marais for destination weddings in the summer and fall. If that's your situation, plan your license pickup before your ceremony date. There is no waiting period in Minnesota, so you can apply and marry the same day. But you do need to get your license before the ceremony, not after. The license is valid for six months once issued.
The standard fee is $115 to $125. The reduced rate of $40 to $50 applies if both partners have completed 12 hours of premarital education with an approved provider and bring proof. Full details are on the Cook County Marriage License page.

Minnesota Marriage License Requirements
Under Minn. Stat. § 517.08, both applicants must state their full legal names, dates of birth, and prior marriage history. Minn. Stat. § 517.04 sets the minimum age at 18. Those who are 16 or 17 can apply with written parent or guardian consent. There is no state residency requirement. People from outside Minnesota, including those from Wisconsin and other states, can get a Minnesota license in Cook County.
No blood test is required. The license becomes effective immediately after it's issued. Minnesota removed the five-day waiting period on September 1, 2016. The license is valid anywhere in the state and for up to six months. After the ceremony, the officiant must sign and return the license to the Cook County Recorder within five days. Failure to return it on time can create problems with the official record. The full statutory framework for all Minnesota marriages is in Chapter 517.
